For, except in a few specific cases. It's for immunization for diseases like rubella and chicken pox, but only if you can achieve optimal immunization rates (50 - 60%) within a relatively short time; if you don't, you'll actually create more disease in adults than you would be preventing with the vaccine, and the disease will be worse. So, in order for these vaccines to be effective, you need a program like Canada's, where every child gets them (in theory) so the immunity threshold is higher than 50%.
