Assessment and Evaluation question

During a recent muliplication and division unit lasting five weeks, I had two students who got fairly consistent D's on their weekly quizzes, four in all. I used these quizzes primarily as formative assessment, and gave them extra help and practice, both with me and with the LRT. Their parents were made aware of the problem and drilled them on their times tables. Their two, small problem assignments were in the D range as well.
On the fimal test a few days ago, both girls got C+'s.
What final grade would you give them, and why?
