It's formal and somewhat passé all over Europe. In casual conversation, in all parts of the French-speaking world that I'm acquainted with, "on" as a substitute for "nous" is quite common. It's not to the point where you'll be looked at strangely for using "nous", but you won't hear it much on the street.
