Basil is a tender annual and will not survive even the lightest frost. I planted 36 plants of Basil, I think I'll be able to spare a few for you ;)
And it's the feverfew. It's up in my garden too. Feverfew comes up from the old plant as well as seeding. If you see baby plants where you don't want them, either yank or relocate, they can take over.
You will not see sign of the peonies for some time. They won't move until the soil is quite warm. I'll tell you which you've got in your planter when I come by next :) I can ID anything you aren't sure of in the garden too.
